The Russell Group of research-led universities has decided against selecting a preferred option for the future funding of higher education.
Top-up fees, a graduate contribution, endowments and more public funding should all remain possibilities until after the forthcoming general election, its 19 vice-chancellors decided at their meeting in Cardiff this week.
In common with Universities UK, the group wants to see if David Blunkett - who opposes top-up fees -will remain education secretary before it identifies how to raise university funding.
